CLPCCD Hold-Harmless Status
It’s official, the Chabot-Las Positas Community College District has successfully emerged from “hold-harmless” status under the Student-Centered Funding Formula (SCFF). This is a monumental achievement and a turning point made possible by our collective efforts over many years. Through focused teamwork, thoughtful planning, a belief in each other, and an unwavering commitment to our students, our district has climbed out of what was once projected as a $20 million structural gap.
Three major forces drove this outcome:
- Enrollment Growth: Over the past three years, both Chabot College and Las Positas College have reversed years of pandemic-induced enrollment decline. Our FTES recovery has been fueled by improved marketing and outreach, new programs, expanded apprenticeships, and strong collaboration across every division.
- Expanded Student Aid: Financial aid participation has increased significantly. More students than ever are now accessing Pell Grants, Promise Grants, and other supports that open doors to persistence, completion and success.
- Student Success Momentum: A record number of students are completing Student Education Plans, earning degrees and certificates, and persisting term-to-term, all clear indicators that our holistic enrollment management and student success strategies are working.
Emerging from hold-harmless status is not merely a fiscal milestone; it is proof that our shared focus on equity, belonging, and student success produces real and measurable results. Every department, program, and colleague contributed to this achievement. Faculty and classified professionals in the classroom and on the front line, counselors and financial aid teams guiding students, outreach and research staff improving processes, and administrators aligning our goals to the board’s priorities. This achievement belongs to all of us.
While we still have more work ahead of us—sustaining growth, deepening student success, and staying ahead of the changing funding landscape—it is important that today we pause to acknowledge and celebrate how far we’ve come together.
